Scope and Content
The materials in FOIA 2008-0826-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2008-0826-F contains photographs from the White House Photograph Office. The
responsive photographs show President Clinton or Hillary Rodham Clinton with Undersecretary of the
Navy, Jerry Hutlin. The responsive photos include Hillary Rodham Clinton arriving at the Marine
Barracks and Navy Yard Museum in Washington, D.C. on March 5, 1999. The First Lady is briefed and
views renderings of the M Street Project. Some of the participants include: Secretary Richard Danzig,
Undersecretary Jerry Hultin, Delegate Eleanor Holmes Norton, Mayor Anthony Williams, Richard Moe,
and Robert Peck. The First Lady and the principals take a bus tour of the Navy Yard. The First Lady
and the group tour the Navy Yard Museum. The First Lady addresses the White House Millennium
Council's Washington Navy Yard event. The First Lady greets various military guests at the event.
Additional responsive photos include the July 4, 2000 OPSAIL event in New York, NY. President

Would you both be amenable/available to meet Monday afternoon at 3:00 pm to discuss the status of the
ongoing Space Policy review? ·1 am running into some difficulty between the Intelligence Community and
DoD regarding proposed language. In some cases DoD will look at an area of disagreement as a policy
difference, while the IC views it as a legal problem. (Without knowing enough of the details, my "gut"
opinion is that it is primarily a visceral response on the part of the IC to "slow .down" the DoD/IC space
integration process.
Much of what I've also encountered (from both communities) is a slavishness to redundant, self-serving.
(from an agency perspective) language that appears to lend little to a Presidential policy. I think we have
finally succeeded in .reigning-in some of that, but some remains. On a related note, I edited some of the
IC's language regarding classification policies, and they dispute my edits on the grounds that the NSC and
IC lawyers cleared on this language previously.

I asked for what purpose? Without my directly saying this outright, I
hinted that our position remains that Weldon's job is to represent a
constituency. He is not in the business of personally·enforcing agreements
nor does he have a monetary business interest in the negotations and
enforcement Of Space launch agreementS (Or dOeS he? .. •. ). SO What IS the
point for a Congressman to have this info if not to inadvertently share·the
details or his factual conclusions with an Ed O'Connor of Fla. Spaceport or
other individuals not in the room, but with a proprietary interest? ! ·! !
Brian assured me that Dana and Weldon would only use this info for
themselves.
I just don't get it. Told him I'd clarify their request to
all of you and keep·him posted. Weldon wants to get this all cleared up
before the hearing, b/c they don't want this to be an issue

I just talked to Brian Chase w/Weldon. He clarified some points in ~he
letter, and I pointed out the factual inacurracy regarding the data we've
already supplied. He accepted the explanation that we gave him data for
every launch to this date, that. we have, even if it was in an
understandable code. He didn't argue, but, in terms of more data and
proprietary info, Weldon, and his Chief of Staff Dana Gartze w/a security
clearance, would like to come to USTR (or wherever the depository of this
info lies) and see the whole picture, numbers, companies and all.
As he' goes over this info, he wants Admin folks from USTR, OCST, etc to
explain to them what they are looking at, probe and question so as to get
to the heart of the deficiencies of the pricing enforcement mechanisms and
data.
They need to do this, Brian explained, so that he they can better
understand the launch prices in order to ask the Admin (?) to better
enforce the pricing clauses, and thus .the Agreements.
I asked for what purpose? Without my directly saying this outright, I
hinted that our position remains that Weldon's job is to represent a·

constituency. He is not in the· business of personally enforcing agreements
nor does he have a monetary business interest in the negotations and
enforcement of space launch agreements (or does he? .... ) so what's the
point for a Congressman to have this info if not to inadvertently share the
details or his factual conclusions with an Ed O'Connor of Fla. Spaceport or
.other individuals not in the room, but with a proprietary interest?!!!
Brian. assured me that Dana~and Weldon would only use this info for ..
themselves.
I just don't get it. Told him I'd clarify their request to
all of you and·keep him posted. Weldon wants to get this all cleared up
before the hearing, b/c they don't want this to·be an issue~-- they want to
question the Admin about other aspects of US space policy.

Can Arnie Donahue and I play? I have a strong
sense that you all could benefit from some "pbjective"
suggestions on how to integrate classified and
unclassified systems, how to migrate toward open
processing of commercial imagery, how to force NRO to
benchmark its costs against real world competition,
etcetera. Bottom line: if Paul Strassmann thinks he
can save $22.billion over 7 years in the non-intelligence.
systems housekeeping costs, I am pretty sure Arnie and I
can come up with at least $5 billion over 7 years in

It is very important to protect funding for all NASAO,s science

programs.
In keeping with the space science goals contained in the
PresidentO,s National Space Policy, OSTP fully supports OMBO,s proposed
augmentation for space science.
QSTP looks forward to working closely
with OMB and NASA to make this an important element of the Vice
PresidentO,s Space Symposium. We remain concerned, however, with the
ability of the Russians to meet their Space Station commitments and the
possible implications for out-year funding of the program. OSTP wants to
work closely with OMB on any reprogramming that may be needed to
accomodate future funding requirements for the Internatiqnal Space.
We want to be certain that NASA can support a new initiative in
air traffic management research likely to be needed in response to
recommendations by the White House Commission on Aviation Safety and
Security

Space Policy PDD during the week following your return from the Asia trip
(April24-26). We've nearly completed the first post-Cold War review of our
national space policies (NSD-30 was signed in 1989 and reflected "Star
Wars/SDI" guidelines, etc.). We received written deputies
concurrence/comments from appropriate agencies, but there are a few

1. The need for shared and innovative governance
+ Leverage the President's power through collaboration. White House staff and
Cabinet can significantly enhance the President's power by finding more ways to
collaborate with local, state and natural community leaders in planning events,
reviewing drafts of speeches (or the performance of federal programs), providing
feedback to ideas being considered, etc. These simple acts of listening and sharing
power can increase the depth and stability of the Presidenfs support throughout the
nation -- as well as enhancing the clout of the President's network of supporters and .
friends.
Here are some ideas:
+ Strengthen relationships With individuals and groups who have a strong,
private power base. The "New Democrat" message is that public-private
partnerships, work; yet the Administration is perceived as focusing primarily on
public power (private relationships are only used for raising money to get more
public power). White House staff and Cabinet officers need to deepen relationships
with representatives of private authoritative power (e.g. non-profits~ individuals,
churches, unions, corporations, academia, individual supporters). These
relationships should be respectful of interests, tolerant of differences, and
strengthened by frequent two-'way communication
+ Empower local supporters. The White House staff and DNC need to delegate
more authority and responsibility to local supporters throughout the nation.
Currently state and local Democrats do not feel authorized to work on the President's
behalf, and do not get credit or positive treatment when they do work for him. As ~
result, people are not working for the President.
(
Example: When the White House advance team gives a successful statewide
coordinated campaign director the assignment of "choosing the menu" for a
Presidential reception, his importance as the President's representative in that state is
diminished and the President loses the leverage of dispersed power.

Develop informal networks of individual supporters and local organizations.
These might include local speaking and policy forums, Internet access, "Letter to tl)e
·Editor" Writing teams, more DLC chapters, "soft" DNC local chapters, etc.
+ Provide supporters With some opportunities other than fund raising to engage
in two-way communications with the President, his staff and the Cabinet. The.
Administration needs to demonstrate commitment to listening ·and a willingness to
integrate others' insights into both political strategy and policy development.
+ Limit "insider" power. White House staff, Cabinet officers, Hill staff and power
lobbyists still appear to have amazing access and influence within the Administration
as compared to that of loyal, local Democrats. For example:
•
Access to Cabinet members is strictly controlled. Local Democrats do not get
access.

Local Democrats do not get consulted about Court of Appeals nominations and
most executive branch appointments. Why not?
+ Demonstrate President's commitment to DLC.
The DLC will be dramatically
strengthened by evidence that the President is intent on building new models and
systems reflecting the DLC's goals and agenda .. The President's speech to the DLC
was great in its listing ofDLC goals already implemented.

2. The need for discernible discipline
+ Stick to a simple message--and demonstrate that the President's actions get
desired results. The President's behavior for the rest of this first term needs to be
strong, consistent, and demonstrably aligned with a relatively simple philosophy and
plari. Then the White House may begin to receive credit not only for what has been
done, but also for what the President will do during the remainder of the first term.
+ Be personally discipliried and enforce discipline among the White House staff
and Cabinet. Regardless of fairness or accuracy, the President is not perceived as a
disciplined person. Average citizens want to know that the President will do what he
says he'll do--and that he will take action against people who fail to meet his
standards or confuse his m_essage.
•
The President's request for Jocelyn Elders' resignation was impressive; yet, many
of the people I've talked say they cannot be hopeful until they see a shake-up in
White House staff. There is a widespread belief that the current staff is too
.adolescent and self-centered rather than mature and differentiated.
+ Increase focus and take a longer view.
When the Governor Clinton and I had
lunch in May 1991 in Columbus, he argued that President Reagan epitomized the
power of focus. The principle is still true -- the only difference is that now Bill
Clinton is in the "bully pulpit." The wish list that I hear most often in relation to the
Clinton Administration include the following:
•
Focus on a few key issues.
•
Express hope and confidence for the future. Think longer-term. Requce reaction
to overnight polls--and reactivity in general.
+ Reinforce presidential power.
Limit routine Presidential appearances; use the
extra time to identify and conn:riunicate the over-arching themes. Examples of
powerful behavior"include:
•
Speeches: Most important are speeches that define policy and set standards for

policy~ programs and performance.

•
Hiring, frring, prosecutions: Require high standards of conduct; be explicit
about the President's expectations with regard to excellent performance and
personal. loyalty.
•
Pattern of discipline: Seek powerful, cathartic events that demonstrate
discipline; the goal is to overcome the image that the President indulges his
excesses.
+
Acknowledge the validity of voter anger. Find ways to convey President Clinton's
own anger at "the system;" for example, at bureaucratic, non value-added
procedures; the influence of special interests; the apparent unwillingness of the
media to generate light instead of heat; Washington's "business as usual" attitude;
etc.
+
Commit publicly to enforcing accountability at all levels of governance. Create
an unpublicized kitchen cabinet of strong individuals who help the President
evaluate ethical and disciplinary issues--including how to enforce "accountability"
for performance at every level of governance.· Members need to be tough, respected
and without direct self-interest so they will be able to influence the thinking and
behavior of the White House staff, Cabinet and agencies as well as the President's
own personal thinking, growth and behavior.

Clarify the role the President wants to play in the history of this country. What
is the President reading? Who is he trying to emulate? What is he seeking to
convey to the nation?
•
What do the President want his role in history to be? Can it be named? Does it
have the grandeur and substance to merit admiration in fifty years? Churchill,
DeGaulle, and FDR had the "advantage" ofWWII --but they also had a
centering countenance that caused others to give them respect then -- and now.
•
A suggestion: The President's next vacation should demonstrate the President's
interest in reflection, solitude and occasional discussions with big thinkers.
Perhaps he should go West -- where large spaces and dramatic scenery support
the "long view" and symbolize independence from the "establishment."·

For more information concerning these collections please see the collection finding aids index. The finding aids detail the scope, content, and provide a box and folder title list for each collection.</p>
<p>The <a href="http://www.archives.gov/presidential-libraries/laws/1978-act.html" target="_blank">Presidential Records Act (PRA)</a> includes provisions that these types of documents be withheld for twelve years after the end of a president's administration.
