Scope and Content
The materials in FOIA 2007-1700-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
FOIA 2007-1700-F contains records related to Iraq and terrorism from January 1, 1994 until January 20,
2001. Iraq during the Clinton Administration was governed by President Saddam Hussein and was
considered a terrorist state by the U.S. Department of State. The U.S. government and Iraq did not have
a diplomatic relationship and, according to the 1993 Human Rights Report, Iraq was responsible for
“mass executions of political opponents, widespread use of torture, extreme repression of ethnic groups,
disappearances, denial of due process, and arbitrary detention”. Iraq also provided support to the
Mujahedin-e Khalq (MEK), an Iranian terrorist group, and the Kurdistan Workers’ Party (PKK), a
separatist group fighting the Turkish government.
Records responsive to this request include letters, reports, press statements and briefings, speeches, news
articles, email, and Department of State cables. Several documents deal with Iraq’s noncompliance with
U.N. Resolutions. In August 1990, following Iraq’s invasion of Kuwait, the U.N. imposed sanctions on
Iraq prohibiting trade and financial transactions between U.N. member states and Iraq. Food, medicine

�and humanitarian supplies were exempt from the sanctions. In order to lift the sanctions, the U.N.
required that Iraq comply with several resolutions, including destroying its weapons of mass destruction,
and ending its support for terrorism and its repression of the Iraqi people. Included are several letters
from the President to Congress on the status of Iraq’s compliance with the resolutions. Also included
are Ambassador Madeleine Albright’s May 17, 1994 statement to the U.N. Security Council on the
sanctions and Ambassador Bill Richardson’s statement on June 24, 1998.
Included are documents related to Turkish military incursions into northern Iraq to fight the Kurdistan
Workers’ Party, a terrorist group better known as the PKK for its Kurdish name Partiya Karkeren
Kurdistan. The group, whose aim was to create a separate Kurdish state, launched attacks against
Turkey from northern Iraq. Turkey responded with military force. Included are Department of State
cables and press releases announcing incursions in July 1995 and May 1998.
Various speeches on Iraq are also included, for example President Clinton’s speech to Pentagon
Personnel (February 17, 1998) and Samuel Berger’s speech to the National Press Club (February 13,
1998). Also included are U.S. Ambassador-at-Large David Scheffer’s remarks to the Iraqi National
Assembly on November 1, 1999. In his speech, Scheffer argues in favor of prosecuting Saddam
Hussein for war crimes.
The majority of the records related to this FOIA case are closed for national security reasons.
System of Arrangement
Records that are responsive to this FOIA request were found in these collections areas— Clinton
Presidential Records: White House Staff and Office Files, Clinton Presidential Records: ARMS Emails,
Clinton Presidential Records: TRP Emails, and Clinton Presidential Records: NSC Cable, Email, and
Records Management Systems.
Staff and Office files were maintained at the folder level by staff members within their individual offices and
document all levels of administration activity.
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive Office of the President. This system maintained unclassified Presidential email. The ARMS
database is comprised of six sub-series of email records called “buckets.” The buckets generally
represent a specific White House office. The buckets are titled: NPR for National Performance Review,
OPD for Office of Policy Development, POTUS for President of the United States, WHO for White
House Office, CEA for Council of Economic Advisers, and Default for emails not associated with an
office.
The NPR bucket contains email created or received by an individual with a National Performance
Review (NPR) White House user account. The OPD bucket contains email created or received by an
individual with an Office of Policy Development (OPD) White House user account. The POTUS bucket
was designated for email created and received by the President of the United States (POTUS). Please
note that President Clinton never used his POTUS White House user account to send the few emails he
wrote while in office. The WHO bucket contains email created or received by individual with an
Executive Office of the President White House user account not identified as CEA, NPR, or OPD. The
CEA bucket contains email created or received by an individual with a Council of Economic Advisors
(CEA) White House user account. The Default bucket contains email created or received by unknown
or un-recognized email accounts. Email found within the Default bucket often includes email created or
received by offices or individuals outside the Executive Office of the President. ARMS
email are arranged by topic, there-under by bucket, and there-under chronologically by creation date.

�The Tape Restoration Project (TRP) is a database consisting of restored emails from the Automated
Records Management System (ARMS) from July 1994 through June of 2000. The TRP is a database
that contains email records of the Executive Office of the President. This system maintained unclassified
Presidential record email. The TRP dataset is comprised of the same six sub-series of email as in
ARMS. TRP email are arranged by topic, there-under by bucket, and there-under chronologically by
creation date
