NEW ISSUES
Status of the 229 Nominees Pending Before the Senate
We continue tonoininate as many candidates as possible before the Senate
sine die adjourns. The White.House Counsel vetting team is working
feverishly on clearing as many of our priority PAS (Political Appointee
with Senate confirmation) as possible. We hope with the continuance
measure taken by Congress this week, that we will see more confirmations.
We had two confirmations this week: Robert Pirie, Under Secretary of the
Navy and Robert Shamansky, Member of the National Security Education Board
Ambassador to the Republic of the Philippines
Secretary Albright has suggested
Ambassador to the Philippines as a recess
Counsel
has not vetted him. Peter Burleigh, who has been nominated for this
position since 5/26/98 and who is on the Executive Calendar, will not be
.confirmed.

I was informed that Fox might not· want to proceed with. the appointment to
the White House Commission on Alte.rnative Medicine. I lhave placed a few
calls to him. You have already selected his replacemen:t, in case he
informs me that he does not want to proceed with vetting and.the
appointment .

Anita Perez Ferguson was nominated on Thursday, October 5 and we have been
told that Fred Duval should clear vetting next week. We will nominate· him
soon.

releases. Clinton Presidential Records, Clerk’s Office files include letters of recommendation and
nomination from the Office of the Attorney General, brief biographies, and work histories.

�James Lynwood Younger, Jr. was appointed United States Marshal for the Eastern District of Virginia in
October 2000. Prior to his appointment, Younger was the Deputy Chief of Police for the Arlington
County (Virginia) Police Department. Younger began service in the Arlington County Police
Department in 1969 after leaving the employment of the United States Postal Service. In addition to
serving with the police department, Younger had a part time law-practice in the Washington, D.C. area.
Younger received a Bachelor of Science and Master of Education degrees from American University, a
Master of Arts degree in Forensic Science from Antioch School of Law, and a juris doctor degree from
George Mason University

Records that are responsive to this FOIA request were found in two collection areas— Clinton
Presidential Records: Office of the Executive Clerk files and Clinton Presidential Records: Automated
Records Management System [Email].
The Office of the Executive Clerk is organized as part of the Office of the White House. However, it is
a permanent office common to all presidential administrations. The Clerk is responsible for preparation,
review, and disposition of all documents signed by the President. This includes executive orders,
proclamations, messages to Congress, and memoranda to the various agencies in the Executive Office.
The Clerk is also responsible for receiving all communication from the Congress to the President
including enrolled bills, Senate confirmation resolutions, and resolutions for the ratification of treaties.
It is also the Clerk’s responsibility to deliver all official correspondence from the President to the
Congress. This includes all the paperwork, formal documents, and correspondence relating to Senate
appointments.
The Automated Records Management System (ARMS) is a database that contains email records of the
Executive office of the President. This system maintained unclassified Presidential record email. The
ARMS dataset is comprised of 6 sub-series of email records called “Buckets.” The buckets include
NPR, OPD, POTUS, WHO, CEA, and Default. ARMS emails are arranged chronologically by creation
date.
