Scope and Content
The materials in FOIA 2007-0960-F are a selective body of documents responsive to the topic of the
FOIA. Researchers should consult the archivist about related materials.
FOIA request 2007-0960-F contains records from the White House Counsel’s Office files of Trey
Schroeder and Kathleen Wallman. Records to be open include letters and memoranda regarding the
denial of pardon requests in 1996. Included is a memo from Deputy Attorney General Jamie Gorelick to
Jack Quinn, Counsel to the President, relaying the Department of Justice’s recommendation to deny the
pardon requests of 21 individuals, including Bobby Joe Mills, Jr. A Counsel’s Office memo to the
President agreeing with that recommendation is also included.
