Scope and Content
The materials in FOIA 2006-1759-F are a selective body of documents responsive to the topic of
the FOIA. Researchers should consult the archivist about related materials.
Records related to this FOIA request are concerned with the role of the Clinton Administation in
the negotiations leading up to the Good Friday Agreement and the continuing peace process
thereafter in Northern Ireland. The Good Friday Agreement (less commonly known as the
Belfast Agreement) was made up of two inter-related documents, both signed on 10 April 1998.
One of the documents was a multi-party agreement signed by most of Northern Ireland's political
parties, and the other document was an international agreement between the British and Irish
governments.

�Having been plagued by generations of civil strife and political unrest, in the 1990’s unionist and
republicans in Northern Ireland seemingly became more aware that their goals could never be
achieved through violence. It was with this backdrop in place that President Clinton served as a
catalyst for the peace process. The Administration’s emphasis on human rights, political reform,
the potential for economic growth and an overall improved quality of life for the people of
Northern Ireland provided the hope and inspiration needed by disputing parties to strive for a
peaceful and lasting resolution.
The records processed in this first segment, which may be responsive to FOIA request 20061759-F, consist of cables and emails from the file of the National Security Council (NSC). The
bulk of these cables and emails contain press guidance, press releases, foreign media reaction,
and updates from the Department of State regarding developments in the peace process.
Possibly responsive records were located within NSC files, European Affairs Office. Various
correspondence relates to the International Fund for Ireland, a program aimed at providing a
more stable environment in Northern Ireland through economic regeneration. There are also
copies of news articles concerning President’s and First Lady’s trip to Ireland in September of
1998.
System of Arrangement
FOIA requests which involve an extraordinary number of possibly responsive records may be
processed in segments. The first segment of records which may be responsive to this FOIA
request were found in two collection areas - Clinton Presidential Records: White House Staff and
Office Files and Clinton Presidential Records: NSC Cable, Email, and Records Management
System.
Staff and Office files were maintained at the folder level by staff members within their individual
offices and document all levels of administrative activity.
Staff and Office files are processed at the folder level, that is, individual documents are not
selected and removed from a folder for processing. While this method maintains folder integrity,
it frequently results in the incidental processing of documents that are not wholly responsive to
the subject area.
