Scope and Content
The materials in FOIA 2006-0522-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0522-F contains materials consisting of correspondence between President Clinton
and Dick Morris, a political advisor and a campaign manager for President Clinton’s re-election. In
addition there are correspondences from private citizens, the Ambassador to Portugal, the Under
Secretary of the Navy, former First Lady Nancy Reagan, and Coretta Scott King. The correspondences
are in the form of letters, cards and memos.
The correspondence letters from President Clinton to Dick Morris consist of happy birthday greetings,
letters thanking Dick Morris for presents received, and a letter of condolence, following the death of
Dick Morris’ mother. There are also routine drafts and memos, from White House staff, relating to the
preparation and delivery of these letters.

�Correspondences from Dick Morris to President Clinton are in the form of brief notes and memos. The
notes are relating to gifts sent on a couple of occasions to the President from Dick Morris. One memo is
related to a political appointment within the Department of Health and Human Services and the other
memo is related to the fiscal difficulties experienced by Amtrak and the proposal that a study of the
problem be conducted by Consortium for Passenger Rail Transportation, Inc.
Letters from private citizens to the President are concerned with recommendations that certain
individuals be considered for specific political appointments or to express their own interest in serving
in the government in some official capacity.
Some of the letters are from persons who are, on some level, acquaintances of the President and are
thanking President Clinton for a birthday or anniversary gift, or well wishes they had received from the
President. One such correspondence is from Coretta Scott King.
Two separate correspondences from the Ambassador to Portugal and the Under Secretary of the Navy
are simply to thank the President for their recent selection to their respective positions.
Also, among the correspondences, there is a thank you letter from former First Lady Nancy Reagan. In
this letter, Mrs. Reagan thanks President Clinton for his participation in the 1997 Ronald Reagan
Freedom Award Dinner honoring Bob Hope.
System of Arrangement
Records that were responsive to this FOIA were found in one collection area - Clinton Presidential
Records: White House Office of Records Management (WHORM) Records: WHORM Subject Files.
As policy, WHORM Alpha Files and WHORM Subject are normally processed at the document level.
However, when a subject file scan ID involves multiple records then the entire batch of records may be
processed. While this method maintains folder integrity, it frequently results in the incidental processing
of documents that are not wholly responsive to the subject area.
The WHORM Alpha File was compiled be the White House Office of Records Management and is a
series of documents arranged by name of persons, organizations, or events.
The WHORM Subject File was compiled by the White House Office of Records Management and is a
series of categories designated by a letter/number combination. A complete listing of the categories
with detailed descriptions is provided in our research room.
