Scope and Content
The materials in FOIA 20060233F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 20060233F contains material from the Presidential Diary. For many years Ellen
McCathran served as Presidential Diarist, and she occupied that position during the Clinton
Administration. She recorded the activities of staff members and prominent advisors as they gathered in
Chautauqua, New York to help prepare President Clinton for a scheduled debate in Hartford,
Connecticut with his Republican opponent, Senator Robert Dole. These preparations encompassed a
period starting in late September and ending in early October 1996.
The White House Staff and Office Files contain daily schedules of the President and Vice President,
telephone call logs for the President, remarks by the President, press briefings by administration

�officials, and press releases dealing with nominations, appointments, bill signings, proclamations, and
executive orders. There is information about what transpired in Chautauqua and the debate itself in
Hartford. Notable in this regard is a press schedule for Chautauqua and a transcript of the debate
between Clinton and Dole. A flurry of activity concerning the Middle East peace process took place
during the last part of 1996. You can find press briefings which discuss the progress being made in
negotiations between Chairman Yasser Arafat and Prime Minister Benjamin Netanyahu. Press releases
normally pertain to routine matters such as the President making an appointment to the Architectural &
Transportation Barriers Compliance Board, making a nomination to be U.S. Marshal for the Southern
District of Texas, and issuing proclamations for GermanAmerican Day and Child Health Day.
System of Arrangement
Records that were responsive to this FOIA request were found in one collection area—Clinton
Presidential Records: White House Staff and Office Files. As policy, Staff and Office Files are
processed at the folder level. That is, individual documents are not selected and removed from a folder
for processing. WHORM Subject and WHORM Alpha Files are processed at the document level.
While this method maintains folder integrity, it frequently results in the incidental processing of
documents that are not wholly responsive to the subject area. The WHORM Subject File was compiled
by the White House Office of Records Management and is a series of categories designated by a
letter/number combination. A complete listing of the categories with detailed descriptions is provided in
our research room.
