Scope and Content
The materials in FOIA 2006-0211-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0211-F contains material pretaining to Geoffrey Cowan and includes material
relating to the Voice of America (VOA). Geoffrey Cowan was the Director of the Voice of America.
The White House Office of Records Management (WHORM) Alpha Files contained no records relating
to Geoffrey Cowan.
The WHORM Subject Categories for Geoffrey Cowan contain six subject file categories. These
categories contain appreciation letters, thank you letters to White House Fellows, and endorcement
letters. It contains non-related material, which included news articles, appreciation and thank you letters,
endorsements, resumes, and recommendations in PE002.
The White House Staff and Office Files contained no records relating to Geoffrey Cowan
2006-0211-F

�The Automated Records Management System (ARMS) Emails contains Press Releases, Wire Reports,
USIA Weekly Reports, information on the 1999 Film and Television Writer Forum, schedules, material
relating to events, and invitations.
The NSC Cable, Email, and Records Management Systems contains information relating to
appointments, requests for foreign travel and lists of delegates for Presidential trips. The records also
contain information regarding Radio/TV Marti, Haitian Radio Support Projects, Balkans Public
Diplomacy Group, Mine Awareness in Bosnia, and the Africa Trip Press Tongs.
System of Arrangement
Records that were responsive to this FOIA request were found in three collection areas – Clinton
Presidential Records: WHORM Subject Files, Clinton Presidential Records: ARMS Emails, Clinton
Presidential Records: NSC Cable, Email, and Records Management Systems. As policy, Staff and
Office Files are processed at the folder level, that is, individual documents are not selected and removed
from a folder for processing. WHORM Subject and WHORM Alpha files are processed at the
document level. While this method maintains folder integrity, it frequently results in the incidental
processing of documents that are not wholly responsive to the subject area.
The WHORM Alpha file was compiled by the White House Office of Records Management and is a
series of documents arranged by name of persons, organizations, or events.
Please note that a single asterisk “*” indicates that the category is entirely processed and open.

<p>This collection contains documents that were previously restricted under the <a href="http://www.archives.gov/presidential-libraries/laws/1978-act.html" target="_blank">Presidential Records Act</a> for restrictions P2 (appointment to federal office) and/or P5 (confidential advice between the President and/or his advisors and between those advisors). For more information concerning these collections please see the collection finding aids index. The finding aids detail the scope, content, and provide a box and folder title list for each collection.</p>
<p>The <a href="http://www.archives.gov/presidential-libraries/laws/1978-act.html" target="_blank">Presidential Records Act (PRA)</a> includes provisions that these types of documents be withheld for twelve years after the end of a president's administration. These documents are now being made available to the public. The documents will be released in batches and will be uploaded here as they become available. The documents will also be available in the Clinton Library’s research room.</p>

As you may recall, in December we-prepared a package for Bowles, Podesta and
Herman recommending a strategy for updating membership of the Presidential
Advisory Board for Cuba Broadcasting, the Directorship of Office of Cuba
Broadcasting (OCB) and the Directorship oflntemational Broadcasting Bureau
(IBB). Since that time, two of the issues have been resolved. The
President has appointed Hermino San Roman to fill the Directorship of OCB,.
and Kevin Close, formerly ofRFEIRL, has assumed Directorship ofiBB.
--Membership ofthe.Presidential Advisory Board for Cuba Broadcasting-We believe the tim·e is right to consult with Presidential Personnel on the
advisability of going ahead with a process to identify candidates to fill
vacancies on the Advisory Board for Cuba Broadcasting and replace sitti~g
members in a phased fashion. One possibility would be thatMr. Mas be
offered a post serving as "Chairman Emeritus" and ex officio member of the
Board, an arrangement which would in the future also be extended to
subsequent retiring chairmen. This proposal is supported by USIA and BBG.
With Presidential Personnel's concurrence, we would be prepared to consult
with Senator Graham, who has offered in the past to help facilitate a smooth
transition, on how we might proceed. According to Geoff Cowan, Graham has
indicated willingness to speak toMr. Mas and broach the idea qfhim
becoming "chairman emeritus" and ex officio member of the board. ·
RECOMMENDATION
.
That you consult with Presidential Personnel and seek authorization for us
to consult with Sen. Graham on how to effect a smooth transition.

Matt: I showed this to Jim. He says we should change recommendation to SRB
to be that he consult with Presidential Personnel and seek authorization for
us to consult with Sen. Graham on how to proceed -- rather than jump right
to personnel decisions. Make.sense to you????? Jim also notes importance
of clearing with Danvers.
Under this approach, memo could say:

The memorandum is now OBE. Since that time, the President has appointed
Hermino San Roman to fill the Directorship of the Office of Cuba
Broadcasting.
We would now like to recommend that you authorize Presidential Personnel to .
begin the process of identifying candidates to fill vacancies on the Board
and replace sitting members in. a phased fashion. We recommend that Mr. Mas
be offered a post serving as "Chairman Emeritus" and ex officio member of
the Board, an arrangement which would in the future also be extended to
subsequent retiring chairmen. This proposal is supported by USIA, BBG and

To prepare for this transition, we recommend that Presidential Personnel be
authorized to undertake to appoint a Chair who will serve for a three-year
term upon Mr. MasEs departure as a fulltime member of the Board. In .·
consulting on replacements, we should be flexible regarding the timing of
the change in order to ensure an orderly handover and a graceful exit for
Mr. Mas; Senator Graham, in whose constituency the Cuba Broadcasting
headquarters is now located, should be consulted, and is likely to be
willing to help facilitate a smooth transition.
RECOMMENDATION
That you authorize Presidential Personnel to begin identifying candidates to
serve on the Presidential Advisory Board on Cuba Broadcasting, including one
to assume the chairmanship; to make Mr. Mas and subsequent chairs EChairman
Emeritus£ and ex officio members of the board.
