Scope and Content
The materials in 2006-0207-F are a selective, not necessarily all inclusive, body of documents
responsive to the topic of the FOIA. Researchers should consult the archivist about related materials.
FOIA request 2006-0207-F contains material from the National Security Council. These records to a
large extent deal with international public information (IPI) and the drafting of Presidential Decision
Directive PDD-68 on the same subject. Director of Multilateral and Humanitarian Affairs on the NSC,
Jamie Metzl played a key role in getting President Clinton to sign PDD-68 in April 1999. Metzl began
his career as a White House Fellow assigned to the NSC and eventually wound up at the Department of
State where he served as Senior Advisor to the Under Secretary for Public Diplomacy and Public
Affairs. While at the NSC Metzl worked with Richard Clarke on issues relating to IPI in the cases of
Rwanda, Iraq, and Kosovo.

�The White House Staff and Office Files contain memos, summaries of meetings, drafts of PDD-68,
notes, and reports. The records of Jamie Metzl, which comprise most of this collection, consist mainly
of memos, drafts, and so forth concerning the promulgating of PDD-68 and Chron Files for 1997-1998.
There are several folders which deal with public diplomacy in general and miscellaneous matters
regarding IPI. The files of Steven Naplan in most instances duplicate what can be found in the papers of
Jamie Metzl. Finally, a series of folders in Records Management contains correspondence detailing the
steps leading up to President Clinton signing PDD-68.
The NSC Cable, Email, and Records Management Systems contain a large amount of information
dealing with PDD-68 and IPI. Nearly all of this material is in the form of emails. Topics covered in the
NSC Emails include the departure of Jamie Metzl from the NSC to the Department of State, revisions of
PDD-68, how to present the issue of IPI to Samuel (―Sandy‖) Berger, and Metzl’s effort to get PDD-68
signed by President Clinton before assuming his new position at the Department of State. It should be
noted that over half of this collection is closed, and that in more than a few instances entire folders have
been withdrawn.
System of Arrangement
Records that were responsive to this FOIA request were found in two collection areas—Clinton
Presidential Records: White House Staff and Office Files and Clinton Presidential Records: NSC
Cable, Email, and Records Management Systems. As policy, Staff and Office Files are processed at the
folder level. That is, individual documents are not selected and removed from a folder for processing.
WHORM Subject and WHORM Alpha Files are processed at the document level. While this method
maintains folder integrity, it frequently results in the incidental processing of documents that are not
wholly responsive to the subject area. The WHORM Subject File was compiled by the White House
Office of Records Management and is a series of categories designated by a letter/number combination.

Thanks for taking the time to stop by and discuss your information initiative with us. Reviewing the draft
you provided, I think it would be strengthened not only by the Inclusion of "public diplomacy" in your
opening, as we had indicated during the meeting. but also by adding the following to your "Scope" section
on page 2:

Capabilities and resources for assessing both the state of foreign public opinion in specified crisis
· areas in order to develop Information programs, and the effectiveness of Information campaigns
on target audiences once the programs have been implemented.
·
This would hold a place not only for the type of public opinion surveying that we carry out. but also for our
ongoing analyses of international media reaction. If you are interested, I can provide you with examples of
both types of assessments, by mail, fax or e-mail.

Serbian independent journalist and media organizer Veran
Matic met last week with Ambassador Elizabeth Frawley
Bagley. At that meeting, Matic talked about ANEM TV, the
independent television network he is setting up in Serbia
and Montenegro. Matic emphasize~d that in order to maximize
the audience for ANEM TV's news and public·· affairs shows, .
the network needs to have stronq entertainment programming.
Noting Ambassador Bagley's high~-Y successful effort to
secure U.S. programming for OBN,. Matic asked if she could do
something similar for ANEM TV.
''Ambassador Bagley replied that before she could make any
commitment to ANEM TV, she would have to discuss current
U.S. media-assistance priorities in the region with you.
She mentioned that there had been talk of her helping to
secure programming for RTV BiH.
Clearly the key issue here is whether Ambassador Bagley is
willing to enter into any new e::fort to secure free or
reduced-cost U.S. programming. I realize that projects of
this type are very time-consuming, and Ambassador Bagley
cannot keep going back to the same sources.
However, if ~he is willing to enter into the fray again, I
strongly believe· that ANEM TV should be given precedence
over RTV BiH.
It is hard to overstate the political significance of the
ANEM TV project. Successfully· ·~stablishing an independent
television network in Serbia-Montenegro would significantly
increase the likelihood of posi~ive political ~hange in
Belgrade--a development that would benefit the entire
region.

I do not believe the stakes are anywhere near as high.with
. RTV BiH. Certainly we should s~pport RTV BiH as it
restructures itself--and we are doing just .that, having
already committed a total of $500,000. But if there is a
possibility of getting another .~ackage of top-flight
American programming, I am convinced g.i ving that programming
to ANEM TV would have a much gr·~ater strategic impact.
Moreover--although Ambassador B.3.gley is the final authority
on_ this--it seems to me that AN:~M would be a much easier
sell with potential program don1:>rs. ANEM TV is a sharp
stick in the ey~ of the Milosev:Lc regime, and is· being run
by individuals like Veran Matic who have a solid tra~k
record .of mounting effective· opposition to the Belgrade
government. If we pose the que:;tion: "What can we do to
encourage political change in Serbia-Monteneg~o?" it'~ hard
. to come ·u'p with a better answer than.': "Support t:.he
development of an independE;;nt television network.''
With RTV BiH, on the other hand, it would .. be a matter of
asking for prograroming for a state television network that,
in terms of audience arid adv~rtisers, is in direct
competition with OBN, the network that donors were asked to
help the first time around. RT\' BiH and, for that matter,
SRT, should be told that they will hav~ access to the type
' ·of programming provided to OBN only as part of a
consolidation/rationalization of the overcrowded Bosnian TV
airwaves.
If you concur with this, could you call Ambassador Bagley
and ask her to work on getting programming for ANEM TV?

We recommend that Bruce do the following:
Give us an hour on Monday morning, about 8:00am, to do two telephone interviews.
The first half-hour an on-the-record interview with one or more editors at Al-Ahram Arabic
daily in Cairo. The Egyptian media has been extremely critical and this is an opportunity to
speak directly to the individual(s) who write the columns and editorials for that influential daily.
The second half-hour an on-the-record interview with theLondon-based Arabic dajly ashSHarq al-Awsat. This newspaper is pan-Arab, with distribution throughout the Arab world. It
helps to set the agenda for intellectual discussion of Middle Eastern issues in the region.
These two interviews would reach across the Arab world and also deeply into a critical country
(Egypt) whose support is absolutely necessary for a successful Iraqi policy.

The IPI group is a very good idea,
but I think it will be met with an unenthusiastic response by State
· -- grudging at best, hostile at worst -- based mostly on general
State line: "we don't need a new institution, and, even if we do,
it should be something that we thought of." Dick C. didn't help
the cause when he accompanied Jamie to the Pickering briefing -Pickering saw Clarke arid was spooked by the specter of another NSC
power grab -- even though we are prepared to put together a group
that State could chair (so long as they were serious about the effort).
I
know we could get an endorsement of sorts from SRB without a briefing,
but that won't take us very far if State is really resistant. I
don't know that they will be, butif they are, I want to be sure
we have genuine top cover before we engage ..

the last Iraq crisis, you remarked many times on the importance of
marshalling all of our information resources --e.g., USIA, VOA,
DoD civic affairs, etc. -- to make the case for our policy to communities
abroad. Gingrich wrote to you on the same issue, and DoD has pushed
for a more coherent and cohesive USG international public information
effort generally. (As I recall, Slocombe wrote to you on this when
you were the DAPNSA.)
Initially underDick Clarke's tutelage
and now under mine, Jamie Metzl has run an interagency information
group that has drafted a PDD on this issue. The PDD will be one
of the subjects of a DC we expect Don Kerrick to chair this month
on U.S. efforts in the area of international public information.
It envisions the creation of a standing interagency group to bring
together all the public information resources of the USG.
Jamie
has an excellent, short, presentation on this issue that he has already
given to Tom Pickering as well as to Greg Craig and others. I understand
Dick has encouraged you to see Jamie's presentation as well. Given
the importance of this issue, and the value of your knowledge and
support ofthis effort,. I also recommend you agree to see it.
