GAY MARRIAGE LEGISLATION
Yesterday, a bill was introduced in the House that would alter the definitions of
"marriage" and "spouse" under federal law to cover only heterosexual marriage. Although
we have not yet received a copy of the bill itself, we understand that the purpose of the bill
would be to ensure that federal funds, including federal funds distributed by states, are not
made available to same sex couples, regardless of whether those couples are recognized as
"married" under state law. We understand that the bill also would provide that states need
not give "full faith and credit" to other states' recognition of gay marriage — although DOJ
has already opined to us, internally, that the Constitution does not require states to recognize
gay marriages granted by other states.
The House bill was sponsored by six Republicans, including Bob Barr, and two
Democrats. We understand that Bob Dole and Don Nickles will be introducing a Senate
version of the bill today.
We think the President may be asked about the gay marriage bill at his press
conference this afternoon. One option would be for the President to say that he has not yet
had an opportunity to review this legislation, but that he has long made clear that he is
opposed to gay marriage.

Description
An account of the resource
President Clinton signed the Defense of Marriage Act (DOMA) into law on September 21, 1996. The Act declared that no state shall be required to recognize a same-gender marriage performed in another state. DOMA also defined marriage as only between a man and a woman for purposes of Federal law. This collection consists of files and email accounts from the White House staff related to The Defense of Marriage Act. The collection also contains records related to Hawaii Supreme Court’s Baehrs vs. Lewin, and California’s Proposition 22. The collection consists of clippings, emails, letters, memoranda, notes, press releases, and talking points concerning DOMA, same sex marriage, and domestic partnerships.

Merrick Garland was nominated by President Clinton to the United States Circuit Judge for the District of Columbia seat on September 6, 1995 and Garland began serving in this capacity on March 20, 1997. The collection contains a wide variety of materials including articles, biographies, book chapters, clippings, emails, forms, letters, memoranda, notes, press releases, and resumes. These materials describe Garland’s career (including his work at the Department of Justice), the caseload of the D.C. Circuit, and also Garland's appointment to the U.S. Court of Appeals for the District of Columbia Circuit.

Description
An account of the resource
This collection consists of records related to President Clinton's educational reforms, specifically the Elementary and Secondary Education Act (ESEA), Goals 2000, Improving's America's Schools Act (IASA), national standards, and test initiatives. It primarily contains background materials and correspondence concerning budget allocation, implementation, legislative strategy, and proposals for education reform.
In spring of 1994, President Clinton signed the Goals 2000: Educate America Act. Goals 2000 was based on Governor Clinton’s educational reforms in Arkansas, Secretary of Education Riley’s gubernatorial efforts in South Carolina, and lessons from other state and local educational reforms. The Goals 2000 legislation codified the previously mentioned National Education Goals. Goals 2000 offered grants to states that committed themselves to specific plans for systematic reform of K-12 education. Goals 2000 included testing of reading and mathematics skills to ensure such students met these standards.
In parallel with Goals 2000, President Clinton proposed the reauthorization of the Elementary and Secondary Education Act (ESEA). President Clinton signed the Improving America’s Schools Act (IASA) in October 1994. This Act reauthorized the ESEA and also modified Title I of the ESEA. In addition to providing funding for teacher training, IASA also provided for testing on the state level and raised the standards for the schools educating these students. IASA also provided educational opportunities for disadvantaged students.

Description
An account of the resource
In 1991, a Haitian military regime overthrew the elected President, Jean-Bertrand Arisitide. The US military intended to forcibly remove this regime in 1994 via Operation Uphold Democracy. As US armed forces prepared to engage in this Operation in September 1994, a diplomatic mission led by President Carter convinced the Haitian military regime to allow President Aristide to return to power. The diplomatic mission consisted of President Carter, Senator Sam Nunn, and General Colin Powell. Operation Uphold Democracy then switched missions from a combat to a peace-keeping and nation-building mission. The new mission of Operation Uphold Democracy lasted from September 19, 1994 to March 31, 1995. The Operation consisted of U.S. troops and the UN organized Multinational Force (MNF). This collection consists of bulletins, cables, correspondence, email, memoranda, news clippings, press releases, reports, and talking points related to the 1994 U.S. intervention in Haiti associated with Operation Uphold Democracy.

This collection consists of material concerning three pieces of legislation: the Violent Crime Control and Law Enforcement Act of 1994, the Brady Bill, and the Assault Weapons Ban. The collection contains correspondence, memoranda, newspaper articles, reports, publications, drafts of speeches, lists, notes, papers, legal briefs, cables, and emails. These materials also include letters from President Clinton to members of Congress, constituents, and law enforcement organizations thanking them for their support in getting tough crime bills passed. The collection also contains substantive memos detailing the Congressional strategy and lists those wishing to witness the signing of these laws. Lastly, there are cables from overseas embassies assessing how foreign countries viewed the 1994 Omnibus Crime Bill and emails pertaining to the potential importation of banned assault weapons.
