It contains correspondence, memoranda, drafts, newspaper clippings, background materials, press releases, talking points, and lists. There are two groups of letters from President Clinton to members of the Senate urging them to support the “ERISA Enforcement Improvement Act” designed to protect the 401(k) plans of American workers and thanking them for backing legislation intended to expand the IRA so that it could be used for education costs without penalty. Records from the Automated Records Management System and the Tape Restoration Project include emails addressing the following topics: pension reform, pension protection, 401(k) plans, IRAs, and the Pension Benefit Guarantee Corporation (PBGC).

This collection consists of records related to the United Nations Fourth World Conference on Women: Action for Development, Equality, and Peace (FWCW) held in Beijing, China on September 5 – 14, 1995. First Lady Hillary Rodham Clinton led the United States’ Delegation, and gave a speech on September 5th entitled “Women’s Rights Are Human Rights.” This collection consists of background papers, memoranda, speech drafts, correspondence, email, cables, newspaper articles, and publications. The collection consists of records regarding individuals who should be selected to represent the United States, the First Lady’s attendance, and the Administration’s Position concerning sending a U.S. Delegation to the Beijing Conference. The majority of the records in this collection request consist of National Security Council (NSC) cables. These communications, contain read-outs of meetings with the ECOSOC and preparatory committees in advance of the Conference, information about other countries’ delegations, discussion of the logistical issues, press materials, reports on Platform for Action implementation, and materials for the Beijing Plus Five meeting.

This collection consists of Inter-Agency Working Group Meeting agendas, background material, correspondence, executive orders, legislative summaries, internal White House memorandum, notes, policy papers, reports such as the Semi-Annual Reports to Congress regarding the LIBERTAD Act, statements, talking points, and Weekly Economic Briefings. These materials primarily concern implementation of the Cuban Democracy Act of 1992, immigration policy shifts (namely that of September 1994), Brothers to the Rescue overflights of Cuba, the 1996 Cuban Liberty and Democratic Solidarity (LIBERTAD) Act or the Helms-Burton Act, and also the Papal visit to Cuba in 1998

Description
An account of the resource
This collection consists of material regarding the Clinton Administration’s handling of the global AIDS crisis. It contains correspondence, memoranda, talking points, drafts, invitations, background material, agendas and minutes, executive orders, speeches, informational packets, travel documents, emails, cables, reports, and press materials regarding a variety of issues related to the fight against HIV/AIDS. The topics addressed include the Haitian detention crisis, federal budget, foreign aid, collaboration with other governments, international agencies (such as WHO and the UN) and NGOs, international conferences, a Presidential Mission to Africa, pharmaceutical companies, tuberculosis, individual countries, and some crossover domestic issues, such as dealing with HIV positive persons in the US military and the inclusion of the virus as an excludable illness under the Immigration and Naturalization Act. The records of the National AIDS Policy Office make up the bulk of the collection.

Description
An account of the resource
This collection deals with records regarding Lithuania during the Clinton administration. Located on the eastern shore of the Baltic Sea in Northern Europe, Lithuania proclaimed its independence from the Soviet Union on March 11, 1990. Responsive records regarding the newly independent country include letters, memoranda, drafts, Presidential messages, emails, cables, and news articles. The records center around Lithuania’s economic development; the desire to join the North Atlantic Treaty Organization (NATO), the European Union (EU) and the World Trade Organization (WTO); the controversial Williams Oil deal; and Holocaust-related issues. There is a great deal of crossover of Clinton-era documents dealing with the Baltic States, and therefore research into the records of Estonia and Latvia is recommended for a more rounded perspective of the region.

An account of the resource
This collection consists of records related to President Clinton's educational reforms, specifically the Elementary and Secondary Education Act (ESEA), Goals 2000, Improving's America's Schools Act (IASA), national standards, and test initiatives. It primarily contains background materials and correspondence concerning budget allocation, implementation, legislative strategy, and proposals for education reform.
In spring of 1994, President Clinton signed the Goals 2000: Educate America Act. Goals 2000 was based on Governor Clinton’s educational reforms in Arkansas, Secretary of Education Riley’s gubernatorial efforts in South Carolina, and lessons from other state and local educational reforms. The Goals 2000 legislation codified the previously mentioned National Education Goals. Goals 2000 offered grants to states that committed themselves to specific plans for systematic reform of K-12 education. Goals 2000 included testing of reading and mathematics skills to ensure such students met these standards.
In parallel with Goals 2000, President Clinton proposed the reauthorization of the Elementary and Secondary Education Act (ESEA). President Clinton signed the Improving America’s Schools Act (IASA) in October 1994. This Act reauthorized the ESEA and also modified Title I of the ESEA. In addition to providing funding for teacher training, IASA also provided for testing on the state level and raised the standards for the schools educating these students. IASA also provided educational opportunities for disadvantaged students.

An account of the resource
This collection consists of records concerning the Clinton Administration’s response to the Columbine High School shooting on April 20, 1999. Over the course of several hours two heavily-armed students killed 12 classmates and a teacher and wounded 23 others before taking their own lives. The records include agendas, articles, cables, emails, letters, memos, press releases, public statements, schedules, speeches, and transcripts. The subject matter includes the Administration’s first responses and follow up, both in policy and strategy; recommended phone calls to victims’ families and local government officials; and speech texts for President Clinton, Mrs. Clinton, Vice President Gore, Education Secretary Richard Riley, and Attorney General Janet Reno. Reaction to the massacre also resulted in a higher emphasis on dealing with the issues of school violence and weapons legislation to include several high-profile conferences on youth violence.
